Canada's banking regulator has announced a significant change that will make it easier for borrowers to switch banks during mortgage renewals. This update eliminates a long-standing requirement that industry participants have advocated against for years.Most Canadian mortgages typically have terms of five years or less, contrasting with the 30-year terms common in the United States. It is standard practice for borrowers to switch lenders in search of better interest rates without altering the loan amount or repayment schedule—often referred to as a straight switch.Starting November 21, borrowers will no longer need to demonstrate that their income meets the Minimum Qualifying Rate (MQR) when executing a straight switch. This change expands options for borrowers who face interest rates higher than those available during the recent low-rate environment.In another positive development, the Office of the Superintendent of Financial Institutions (OSFI) has confirmed it will no longer require banks to apply the MQR stress test when borrowers switch lenders at renewal for uninsured mortgages. This update will take effect on November 21, 2024, as part of OSFI's quarterly regulatory updates. This policy adjustment means borrowers can switch lenders at renewal without having to prove they can afford their mortgage at a higher rate. The stress test, which has been in place since January 2018, was designed to ensure that borrowers with uninsured mortgages—those with a down payment of 20% or more—could manage potential future rate increases.Removing the stress test makes a lot of sense.&nbsp; For example, a borrower is currently with the Bank and receives an offer to renew 6% fixed for 5 years meanwhile a mortgage broker can offer a 5% fixed rate for 5 years. If a borrower can't pass the stress test (+2% so tested at 7%) with the mortgage broker, they are forced to stay with the Bank even though there's a lower rate available. Forcing a borrower to stay with the current lender unfairly disadvantaged existing customers in favor of corporate profits.Moreover, the stress test presents an illusion of a safety net as it is just a snapshot of a borrower’s financial position at a point in time. It assumes that the debt level doesn't change and for most people their debt for credit cards and LOC varies greatly overtime.&nbsp;The upcoming change specifically applies to straight switches of uninsured mortgages, allowing borrowers to transition to a new lender while maintaining the same loan amount and amortization schedule.This policy shift reflects OSFI's response to feedback from industry stakeholders and Canadian homeowners regarding the disparity between insured and uninsured mortgage borrowers at the time of renewal. The regulator has observed that the risks this policy aimed to mitigate have not significantly materialized over time.Additionally, the Competition Bureau raised many concerns about the fairness of the stress test, recommending that uninsured mortgage borrowers be allowed to switch lenders without undergoing this assessment. The new approach ensures homeowners can secure the best rates that align with their financial needs, for greater choice and flexibility.OSFI is collaborating with federally regulated financial institutions to facilitate a smooth transition for this new rule.
